October 15th. War has been declared against Bulgaria
from 10 p.m. tonight. Proclamation will be issued apply-
ing to Bulgaria. War Proclamation and Order-in-Council as
in case of Turkey. My telegram of 5th November last
Bulgarian vessels and reservists should be treated in same wag as Turkish vessels and reservists. You will be inform- ed as soon as Proclamation has been issued here. Acknow-
ledge by telegraph.
